I posted a relevant thread, see "Etherboot support for newer NICs".  And got some insight to this issue, and yes we could possibly end up funding development of this type if the manufacturer of the custom motherboard we are looking at cannot provide it.

We are evaluating several motherboards for this project, so the list of NICs are:

Realtek RTL8111C
Intel 82567LM
Intel 82574L
Intel 8254EPI

Now what I have done is to purchase the Intel Atom motherboard that has BIOS gPXE support (RTL8111D NIC) and it boots up showing the following:

...tftpboot/nbi.img ...... ok
Mknbi-1.4.4/first32.c (ELF) (GPL)
Bad argument

...then stops.  I am currently looking for a way around this so it continues to boot.

Hi Mark,

What NIC are you using that is not supported?

NBI support is available in gPXE.  Have you tried booting your image
with gPXE?

Just choose your image format and press "Get Image"
