As the above, inserted into your message (and probably sent to you when 
you mailed to ethereal-dev), indicates, regardless of whether you can or 
can't join ethereal-dev, you *shouldn't* join ethereal-dev.

Join wireshark-dev instead; the above tells you how to do it, although 
it leaves out the step "follow the 'Mailing Lists' link", which takes you to

	http://www.wireshark.org/lists/

from which you follow the "Subscribe/Unsubscribe/Options" link for 
wireshark-dev, taking you to

	http://www.wireshark.org/mailman/listinfo/wireshark-dev

from which you can join wireshark-dev.
