User's Guides beyond 0.8.19

The ETHEREAL USER'S GUIDE at "http://www.ethereal.com/docs/user-guide/" s=

that it is for ETHEREAL version 0.8.19.  I have seen various references t=
o=20
updated versions of the GUIDE for newer versions of ETHEREAL.  Why do the=
re seem=20
to be newer versions of the GUIDE floating around, but the "official" gui=
de=20
remains stuck at ETHEREAL version 0.8.19?
