ethereal is free software and covered by the GPL.

the GPL gives you the right to redistribute ethereal as you see fit,
as long as you also distribute the full sourcecode to ethereal as per
GPL requirement.


If you also provide the package for the ethereal sourcecode together
with the ethereal software there would not be any problem and you can
include it on as many
cover CD disks as you wish.



Short: just put the ethereal sourcecode on the cd together with the
ethereal program and you can distribute it as mush as you want.
