Winpcap install fails

I tried installing Wire Shark (now that really hurt) 0.99.1 but a message displayed stating the winpcap was already present so the install had been aborted. I know winpcap is uninstalled, I have scrubbed the registry and deleted all files with winpcap in the name. Still no joy, even using the stand-alone winpcap executable a message is returned stating it's already there. Does anyone have any suggestions for a next step?
