TCP client port Reuse ISSUEs

Hi

I am having a problem, my cache servers if they reuse the client tcp port
when connecting to the webserver, my web server dont respond to the syn from
the cache server.

For details Please find the attached ethereal snapshot

Explaination of the snapshot

72.99 port 2968 initiated conenction to 180.50.. port 80
Conenction established sucessfully and after completing the HTTP request
the connection teared down.
After around 70 seconds 72.99 tried to initiate conenction again by resuing
the 2968 port and sent a SYN to 180.50 on port 80 .But 180.50 is simply not
responding .....


72.99 is the web cache server and 180.50 is the web server where i captured
the packets

Please any one can explain why my web server dont responding.
Is it some normal thing ? ? which i doubt not normal

webservers are IIS6
