I'd also suggest allowing protocol modules to be able to hint at a 
preferred smiley pack/list of preferred smiley packs, or maybe the 
smiley pack could specify that it is preferred for a particular 
protocol.  That way, if the current pack does not implement a particular 
smiley, it can be picked from the preferred pack.
