Each user interface lives in its own separate directory. In future, perhaps there will be a Makefile target which builds various UIs as well as the core, but for now they're separate programs which happen to work together. To build eb-cmd, cd eb-cmd && make. That will create eb-send, eb-recv, and eb-ctl, all of which have working --help options.
