BUG: IRC group chat, drops outbound messages

Heya. Bug report again:

The latest IRC module won't join channels (no response to 
join_group_chat command).

The latest IRC module also silently drops outbound messages 
intermittently (first message to be sent after a long time).

In the absence of a Bugzilla, these bug is hereby tagged to Cory, 
although I'll fix it over half term if I can. Both count as critical.
