A glitch perhaps or what can I be doing wrong?

Hello, All!

I am having problems with quoting in replies under certain 
circumstances. I will attach two messages that I posted to 
alt.alt.test and I would be very grateful for a reply since the 
process seems reproducible with posts by others.

No. 1 is a standard news group post and the text is quoted 
properly when I reply to it.
No.  2 has the greeting omitted and the text is *not* quoted 
when I reply.
