Weird TOT tooltip thing

Not enough sleep and I _still_ don't have time to log on...) and I find this strange behavior: When a chat window obscures the buddy list, if the cursor hovers over a point on the chat window which overlaps a buddy entry in the buddy window, you get a tooltip display. Shouldn't tooltip display be suppressed if the cursor point has "obstacles" between it and the layer in which the tooltip-displaying-image/icon/text resides?
