Preference Pane Work underway

I did a checkin today of some work on the preference panes.  The main 
changes are:

- Addition of a Status Messages preference pane
- Breaking Preferences into 4 groups
- Addition of the Network preference pane that Graham had already 
checked in

Notes:
   Status Messages does not have all of the preference controls hooked 
up...  That is step 2.

   The Network Preference pane fails to load.  It might be because it is 
calling the MainController and NetworkController classes.  These calls 
to something outside the bundle, and not in a Framework seem to fail,  
at least we haven't been able to do this elsewhere. (Graham, I'll leave 
that mystery for you to solve!)

Also, I cleaned up the project file considerably...
- Spurrious extra files (like readme and library documentation) are no 
longer included in the bundles
- the ICQ bundle no longer has the MSN and ICQ buddy icons in it (they 
are in Fire.app)
- The resources are sorted by type.

There are 2 project file things still to clean up, but I need an expert 
smarter than me to do it....

1) The first COPY_PHASE group in the Fire (Application) target is 
blank.  Can we remove it?
2) The older preference panes (not Color, Network, or StatusMessage) 
show up twice in the "Products" folder.  I can't remove the extra ones. 
  I have sorted them so that the ones we actually use in the target are 
at the top, but that second list isn't used anywhere, but can't be 
removed....  Any ideas?
