Can't build from CVS

I grabbed the latest via CVS, and then built from the command-line using 
'xcodebuild'.

I got this:

ICQ's permissions are:

-r--r--r--  1 jon  staff  2031900 21 Oct 23:30 ICQ

I tried deleting ICQ and rebuilding, and I got the same result.

Any ideas? This is with OS X 10.3.5.
