howto write a plugin for the 1.5 branch

hey guys,

i'd like to write a small plugin to delay incomplete gpg-messages -  
thus allowing to receive multiple parts of gpg messages.

now how do i start a plugin for fire 1.5.(6) ? how to compile? in an  
external project-file or in the project itself.
inherit from plugin.m or just take and modify it?

i'd love to have some guidelines and get to work.
