what's the reason for connect stalls?

There seems to be issues in general involving connectivity to different networks. Some stalls when "connecting" have been reported for MSN, Yahoo!, and AIM at least. I am pretty sure that actually means those connections are not that easy to get right indeed. Being just curious here (I am a programmer with no experience in instant messaging), which are the main difficulties from a technical view?
