Yes, the final goal is to submit this as an RFC. We plan on addressing this in 4 phases: 1) Determine the standards we will use as independent IM client developers. 2) Create a sample (open source) implementation and do interoperation validation. 3) Submit the specification to the IETF process for RFC adoption 4) Encourage the official vendors (AOL, Yahoo) to adopt this standard.
