That's a good question. Neither is obviously "right." But I would 
suggest that since SMS targets are always available for the Fire user 
to send messages to, they should always be listed as active... or 
"online" in Fire's normal buddy-oriented parlance.

I've used the SMS gateway a number of times, and it's a feature of 
AIM I really like. I'm glad to hear Fire will be more actively 
supporting its use.
