Sounds a lot like some Trillian skins, and it could be useful.

The top toolbar can get very cramped very easily, and this would be a 
good way to offload some of the things that are in the top tab. On the 
other hand, every single option you mentioned (except for insert 
hyperlink) is already available from the menu bar. As a result, I keep 
only those buttons that I frequently access on the chat window's 
toolbar, and the other ones I access via key command or the menu.

I would start by making sure that the toolbar isn't NECESSARY for 
anything, but is a quick access location for frequently used commands. 
(For both the chat window and other windows.) From there, modifications 
to the layout become far less stressful, since there are always options.

I'd also hate to lose the customizability of the toolbar -- I like a 
simple chat window and would want the option to disable any or all of 
those buttons at the bottom of the chat window.
