Receiving ICQ offline message one hour off

I'm noticing the following behavior in the latest version of Fire (v1.0
04/20/04 21:29:17)

I send an offline message in ICQ when the receiving user gets the message the
time stamp is one hour ahead of when I send.

Assuming me and my buddy are both using Fire:
I send a message to my offline buddy at 8:00pm.
He logs in and sees the timestamp on the message as 9:00pm.
The same behavior occurs if he sends the message to me while I am offline.
If we are both online, the time stamp is correct.
Offline message in Yahoo! IM with the same buddy has the correct timestamp
regardless of if we're online or offline.

If only one person is using Fire and the other is using the ICQ Client, the if
the ICQ client sends to the Fire user while offline, when the fire user logs on
the timestamp is ahead an hour.
If the Fire user sends to the ICQ client when offline, when the ICQ Client logs
in, the time stamp is correct.

Other's seeing the same thing? Shall I log a bug?
