From the votes I saw from them, many of these are likely Frost
users. That means they are unlikely to be Sybils, but rather just those
with very different priorities.

Just do both evaluations and note what changes.

Avoiding this is pretty simple: Calculate the top 5 right away. Invest
money into getting them done. We don’t have money for more than that anyway.
