Microsoft provides Windows VMs for free.
They can conveniently be imported into VirtualBox which is open source and has 
a really easy to use GUI.
It shouldn't even take 10 minutes to get it running.

The last time I read the license some years ago it didn't sound like we can't 
use them for our testing purposes.
