If you don't know anyone who is already on Freenet, you will need to use opennet, i.e. LOW / NORMAL security level. And yes, this means Freenet will not be particularly secure, but this is also true of asking for refs on a public mailing list via gmail! (Slightly less so if you use Tor to access your gmail - and this is unlikely in china as they have managed to block not only the public nodes but also a lot of the bridges). However if you are in a country with a high risk of Freenet being blocked (mainland China, Iran etc), somebody might take pity on you.
