Looks like a classic centralised online digicash system. Such things are interesting in that they offer more anonymity than Bitcoin does (but IMHO that is fixable), but are in no way compatible with Freenet, and the central authority (whose main function is to verify that a coin hasn't been spent twice) is a highly vulnerable point.
