as mentioned in the message footer, and sign up as instructed.

You will get emails but this is a rather inactive mailing list.  "Chat" 
is the topic of the mailing list rather that a description of the 
technology used - don't necessarily expect replies within 24 hours, if 
at all.  If you are using Freenet, have you tried Frost?
