Freenet 0.7.5 build 1387

Freenet 0.7.5 build 1387 is now available. Please upgrade! This build will be mandatory on Tuesday. Changes include:
- Various minor improvements to the first-time wizard, including a language dropdown at the beginning.
- Request and insert changes related new load management (mostly changing the timing of when we complete a request, to avoid problems in NLM caused by the requester thinking a slot has been freed before the handling side has freed it). This is why it is mandatory.
- Small client layer fixes.
- Various changes related to JSTUN (remove it from the first time wizard, update various strings, improve the IP not detected alert, etc). It is not usually necessary and carries some risk.
- Changes related to freenet-ext #29, removing duplicate code and changing how we use some libraries.

Hopefully new load management can be deployed soon (ideally early next week, maybe early the following week if not). The changes above should fix most of the remaining bugs.
