FCP and 'connected' counts

Trying to use FCP to monitor Freenet via command line, and would be grateful for help in understanding the 'connected' counts. The figures shown at the bottom of many of Freenet's HTML pages (e.g. '14 / 20') - what are they and how do they relate to the various values returned by the GetNode FCP message? There are several NodeData message fields (numberOfSimpleConnected, numberOfConnected, numberOfNotConnected) whose meaning is not totally clear, and whose values do not seem to add up to the same as the counts on the HTML pages.
