Unable to install

Downloaded "FreenetInstaller-1463" and ran it. Cursor indicates something is happening. Task manager indicates it is using no CPU, and .1 MB of memory. Nothing else happens. Using Windows 8.1 with IE 11 and Firefox. DO not get an installer or the first time wizard.
