download resuming is broken

I have done a lot of testing and download resuming is broken. Insert resuming works fine. This is on Windows XP with Freenet 0.7 Build #1015 r11780. I am not the only person having this problem. -- No virus found in this outgoing message. Checked by AVG Free Edition.
