Bug: failing makefile target: uninstall

  Two problems with "make unistall" that some free person needs to
fix...

  First it does not work.

  Second it just deletes /etc/ipsec.conf which is the one file that
should be deleted only by hand.  It should be moved, or checked in,
but it's not the sofwares place to delete that one critical file.
