Simplifying OE troubleshooting

While working on the OE troubleshooting chart at http://www.freeswan.org/freeswan_snaps/CURRENT-SNAP/doc/quickstart.html#oe.trouble I discovered that a lot of different OE errors have the same symptom: "Possible authentication failure: no acceptable response to our first encrypted message". This makes troubleshooting OE hard. I think the solution has two components: 1. Discovering early (and often) whether this machine can do OE. 2. Printing informative error messages at various stages in this process. DHR, will you take it from here, or shall I propose more specifics?
