ipsec auto --status now shows debug settings

Michael has changed pluto so that ipsec auto --status shows the debug
setting in the first line of output.  This is in HEAD.

Michael, you left the job half done:

- - compiling Pluto would generate a warning: you needed to add a
  declaration for the new function.  I've done so.

- - several tests failed because the output changed.  Before checking a
  change in, please run the tests, examine the results, justify the
  differences, and update the tests appropriatly.  Repeat until done.
  I've done this.
