adding POLICY_* bits to Pluto [was Re: [Users] (no subject)]

All the bits are referenced by name.  So yes, you could add names for
new bits beyond the last.  In HEAD, the last is currently LELEM(16).
If we start to use more of the bits (and we will), you just have to
change your name to refer to a new bit.
