3DES in freeswan-FIPS compliance??

hi,

BACKGROUND:
i am working on 3DES implementation on freeSwan(written by Eric Young and 
distributed under GPL).

Actually i am testing this implementation through test vectors given by 
NIST. These test vectors are known as Monte Carlo 3DES test vectors.

I am facing strange problem when i give this 3DES implementation, input( 
given in "destest.c" file part of libdes folder), i get the encrypted 
output(matched with the output given in destest.c file) but when i give 
input from Monte Carlo test vectors, encypted output doesn't match the 
output of Monte Carlo test vectors result.

PROBLEM STATEMENT:
1- i want to know that, is this implementation is starndard one ? means is 
it complete implemtation of DES/3DES algorithm.
2- is this implementation FIPS compliance ? if no, is there any changes that 
it would become FIPS compliance in future versions of freeSwan.
