I want to emphasis, that "with conn" means a full, phase 2 conn.
It doesn't mean, that we have some phase 1 state that we haven't been
successful in using.

A common situation for now, will be going reloading the conn because
one had to change the leftid=. The original phase 1's will be sitting
stuck, because of authentication failures. They need to be torn down.
