possible 1.xx to 2.xx issue

An issue that some users may run into, which I just ran into, and I'm 
not certain exactly why, is that they may have programs in
/usr/local/lib/ipsec (which are 1.xx) and /usr/local/libexec/ipsec (2.xx).

The "ipsec" driver program is careful to look in libexec first, so this
should not be an issue. I do not quite understand what is up here, but
I thought I'd give you a heads up.
