Site-to-site VPN Using Dynamic IP

Hi,

I have 2 sites, site-A and site-B,

Site-A has one fixed public IP, site-B using dynamic IP assigned by ISP
Both sites connected to internet..

Is it possible to create VPN tunnel between these 2 sites using Freeswan ?

If answer is YES,,, kindly and pls give me a sample of IPSEC.CONF for 
both sites.
