i think you can't

wu-ftp only let you specify 3 level in the way it accept passwd :
not mandatory, any pass, an rfc... compliant pass (ie, email adress type)
but the waiting for the Passwd is not bypassable

you have to crack the code

you perhaps can consider TFTP if you want ftp capability w/out passwd
