no, you don't need a valid shell path
in your chrooted env, suppose it is /wu-ftp
suppose you have :
    /wu-ftp
        /etc
           passwd
        /bin
           bash
        /user1

you must have an entry for the user "user1" but the shell path doesn't 
need to be /bin/bash, you can simply put /bin/ftponly even if ftponly 
doesn't exist
here is a sample entry from my "chrooted" passwd file :
    friend:!:1000:1000::/friend:/bin/ftponly
the passwd is also usefllness as the passwd is checked versus the real 
passwd from the system /etc/passwd file
