RE: Redundant FTP

If you are using a SAN, you just nfs mount the device on both 
machines.  "man fstab" will give you the format.

As for RADIUS auth, take a look at:
     http://www.freeradius.org/pam_radius_auth/
From there you can download the modules to set up RADIUS auth 
through PAM.
