anonymous user again

Hello.  I had previously posted about the webmin-wuftpd package warning
me that "Warning - your system does not have an ftp user, and thus
anonymous FTP is probably not configured."  People suggested that I
create a user named "ftp", which I did.  Afterward, I noticed that I did
not get this warning on webmin.  I also noticed that the /home/ftp file
was empty without the normal ftp stuff; so, I decided to reinstall
wu-ftpd, which stated:
        Preparing to replace wu-ftpd 2.6.2-20
        (using .../wu-ftpd_2.6.2-20_i386.deb) ...
        Unpacking replacement wu-ftpd ...
        Setting up wu-ftpd (2.6.2-20) ...
        Old wu-ftpd options: -l
        
        Disabling other FTP services in /etc/inetd.conf
        The anonymous FTP user has been successfully removed.
        Its home directory, /home/ftp, has been left intact.
        
        
        Successfully applied all changes. You can close the window now.

And now, webmin is giving me the same warning.  I had previously set up
wu-ftpd, without any problem.  I installed it, and it created an ftp
file with all the fixings ... yup, the good ol' days of two months ago,
before I reinstalled my OS, assuming everything would work just as it
had before.
