Thank you for the response.  To answer your questions, the message is
not being displayed for either class of users.  As for permissions, they
are 644 with ownership being root:root.  I tried setting them to 777 but
that didn't make any difference either.

attempt to upload a file with invalid characters.  While the path filter
itself appears to be working, the message is not being displayed to
users.  Instead, they receive an error indicating that permission was
