Well, I feel a right fool...

 

I certainly appreciate all the quick answers on this one, but as it
turns out, it was something simple.  TCPWrappers was refusing the
connection because it couldn't perform a reverse lookup on the client.
It just turns out coincidentally that all the clients it couldn't look
up were *nix clients.
