The simplest way is to use the built-in ftp daemon (which looks to be wu-ftpd) and Server Admin to configure it. You can use the 'Advanced Tab' while in Server Admin (10.3 server) and configure ftpd to use 'Home Directory with Share Points'. Then if you setup a share with the proper permissions the users will be able to access any data you would like. If anyone knows what daemon Mac OS-X is using please let me know as it looks to be wu-ftpd.
