Change in the upload/delete permissions for anonymous user from 2.4 to 2.6

Hi all,

In wu-ftpd 2.6.* versions, the anonymous ftp uploading/deleteing etc has been disabled by default. To allow it we need to add "upload" or other appropriate clauses in "ftpaccess" for it. This was not the case in the previous versions of wu-ftpd. 

Other than securing the ftpd server, was there any other reason for which the change was made?
