Windows build #2 released

Hi,

a new build of 0.6.6 for Windows is available at
~ http://www.gnunet.org/download/win/Setup-0.6.6-2.exe

It fixes a problem with direct Internet connections through
non-persistent PPP/WAN adapters.
GNUnet wasn't able to automatically determine the IP-address and
didn't do load limiting after such a connection had been reestablished.

You can verify the setup's integrity using WinPT
(winpt.sourceforge.net) and the signature at
~ http://www.gnunet.org/download/win/Setup-0.6.6-2.exe.asc
