(re-)planned downtime

Dear all,

After the last attempt had to be aborted because the network was not 
ready, we'll now be moving the Git serves on Wednesday, June 21st (2022) 
from Bern (CH) to Biel (CH).

Even if everything works as planned, there will be some significant 
downtime of the Git and other co-located services affecting GNU 
Anastasis, GNUnet, GNU libmicrohttpd, GNU libextractor and GNU Taler 
development (Git), demonstrators, CI/CD, bugtracking, etc.
