Saw the same exact copy/paste message on IRC. I don't know anything about the contents, but someone said that there is a 600GB torrent linked in one of the webpages. GNUnet is not banned in China as far as I know, so I don't understand why it would need to be "improved" to be used. As far as "circumvention" goes... well I can only assume the poster is ignorant at best.
