How to use GNUnet offline?

Hi, Is there some recommend method to configure GNUnet such that it does not contact the network (at cost of not being able to communicate with external peers, and only with itself), to avoid potential security problems? It's just for local development testing, so only being able to contact itself is no problem. Greetings, Maxime.
