Where to send patches?

Hello.

I made patches which add vscode+docker developing environment.

It would be relatively easy for interested developers to begin development because it eliminates the need to install packages on the system.

I have not verified that gnunet is fully working in docker container, but ". /bootstrap && . /configure && make install" is working.
