If you're only looking to access hosts that are otherwise behind NAT, then perhaps Yggdrasil can already fullfil your needs: https://yggdrasil-network.github.io/ Unlike GNUnet though, Yggdrasil isn't focused on anonymity at all. But for alternate routing and working around NAT, is it mildly popular for those purposes.
